CAP and management of environmental disasters: The role of Agriculture
QUALITY CONTROL AND MONITORING
Assessment is composed of the following phases.
PHASE 1.
During the preparation of the first two meetings, particular emphasis will be put on the control of an effective involvement of the major project stakeholders both in terms of content and procedure, in particular through:
- the items chosen for discussion;
- identification of the best practices related to them;
- elaboration of operative proposals.
PHASE 2.
In the period between the two conferences and the final event, the check of the effective implementation of the indications arisen so far, both in terms of first dissemination of results and their effective implementation, is foreseen. In particular the amount and quality of the information diffused by the professional press and the social networks will be monitored.
Diffusion of international best practices will play also an important role.
Controls on the spot will be executed in local professional organisations through the following parameters:
- number and percentage of professional organisations which disseminated the results to their members;
- number of farmers expressing the intention to develop structural projects for combating erosion;
- amount of new public resources devoted to the management of environmental disasters.
PHASE 3.
The ex post evaluation, within three months after the final conference, will further develop the items in Phase 2. In particular we will monitor the effectiveness of the diffusion campaign in the reprogramming of public resources (in particular at the level of structural funds) as a precondition of the farmer's changing behaviour.
The effective start up of the foreseen measures, and the amount of resources involved, will be further checked through professional organisations. |
